check address conflicted when PutStore #288

In PutStore, if the address conflicted with other existing store, log an error and return this error.

If TiKV meets this error when starts, raise an error too.

/cc @qiuyesuifeng I think we should support remove a dead store or stop the a store gracefully soon.
