What is the current behavior? Describe the bug
For the Special Characters plugin, the hover text for individual special character aren't localized. Should they be?

View TinyMce using the zh_CN language package.
Click the Special Characters plugin and hover over one of the characters.

What is the expected behavior?
Hover text is localized.

Which versions of TinyMCE, and which browser / OS are affected by this issue? Did this work in previous versions of TinyMCE?
TinyMCE 5.
