Free PBX error in apache logs

I installed the Free-BPX Unraind docker. The /adm gui does not show up. It shows a 500 error. I looked at the apache logs and it shows this error: [Thu Feb 09 17:20:47.637321 2023] [:error] [pid 1059] [client 192.168.1.31:50153] PHP Fatal error: Class 'FreePBX' not found in /var/www/html/admin/config.php on line 137

I have looked around to try to find the cause. The most I could find was someone had the wrong username and group in /etc/httpd/conf.d but that file is not on the docker. It could be a permissions issue for the FreeBPX class but I have not found it. I changes the groups and permissions of the web files but did not see a change.
