two type codes needed for interop

We need to pick some values for the "encrypted_client_hello(TBD)" and for the HTTPSSVC RR type before we can do interop. Allocating some values from the private ranges for those before draft-07 is pushed out would be good so we can do some interop testing. (Or for whatever is the next draft for which we want to do interop.)
