Should the heartbeat message be re-used instead of the proposed new message exchange?

We brought the discussion to the mailing list.

From the feedback and advice we received from Hanno Böck, Mohit Sahni and Rich Salz, it seems like the guidance is:

DO NOT reuse the hearbeat framework because it’s screwed:
- security middlebox interference
- codebase removed
- perceived as dangerous
Create a DTLS-only path-layer framework with new codepoints instead
