In #231, @briansmith argues that we should not require alerts be sent.

This is inconsistent with the present specification and a number of people have argued against it, including, IIRC @martinthomson. This bug tracks this issue.

Consensus in Seattle was:

  1. The spec should indicate which alert MUST be sent if you send an alert.
  2. We would consider a PR making sending an alert a SHOULD.
