I would like to create a new homepage specific to Template, which could also host the new planned web service for #112.

This is not a priority but would work well with #112 as it could also display the repository and allow Template users to search, browser, and download templates right from the homepage.

It would also be required that Template could be installed directly from the new homepage, instead of my homepage; neocotic.com.

This will probably be hosted on Google App Engine or Heroku to help mitigate costs.

This has pretty much already been done but will definitely be covered by #227.
