Please see the game state - nobody is able to purchase the remaining Private.
The errors that players get are:

• "cannot buy share from player"
• "may not buy presidency from a player"

This happens on Firefox and Chrome at least.

That's because two single shares were transformed into the presidency so now it's in the player's hands. I'll fix that but for now you have to wait or to conduct the auction differently.

Should the holder of the 20% buy the private?

If you want to avoid the bug, one person shouldn't have more than 10% before someone buys the presidency.
