Update bootstrap 3.4.1 as it reached end-of-life and is no longer maintained

According to the OWASP dependency checker the togglz console still uses bootstrap < 4.0.0

According to OWASP dependency checker Bootstrap before 4.0.0 is end-of-life and no longer maintained. This is seen as low security issue by the OWASP. Based on https://endoflife.date/bootstrap even Bootstrap 4 is no longer supported.

Can the bootstrap be updated to a newer version? Latest is 5.3.0.
