Smarter Open Browser in Development Mode

Is your feature request related to a problem? Please describe.
Right now the Open Browser behavior in development mode is quite annoying since it is always opening the default localhost:port url and there's no way to specify which url that we want to be opened

Describe the solution you'd like
Specifying the URL that we want to be opened can be done via a CLI flags. If no URL are specified perhaps we can have the last opened route as the path that would be opened the next time we compiles?
