The main motivation of this is to improve experience of using the emulator. When the emulator emulates a Raspberry Pi 3 (64bit) it expects to use bcm2837-rpi-3-b.dtb, but not bcm2710-rpi-3-b.dtb. The presence of two dtb files may have a bad impact on the experience.
