Add rule to check if only text files are edited and suggest a "skip ci" build tag #36

When I change only the README.md it's a waste to run the CI build for the latest change. Suggest to use a [skip ci] tag in this case.

Only for text files that don't require a build. Avoid also suggesting this for static sites.

Rather than check if there are any changes, track a list of changes.

This is required for determining what types of files have changed needed
for tracking suggesting a "skip ci" tag when only text files have
changed in #36 and scanning for changeset files in #38.
