Pack various small data into one primitive int or long; "Structs for Java"
This brings in code from Mindustry by Anuken, and there are very few changes from the Mindustry code at this point.
The license here is Apache 2.0, with permission granted by Anuken to change the license for code using this subset of Mindustry, which is GPL 3.0 when used as a full game project.
