Add Ability to Enhance Baseline service with D3 plug-in Modules

Add the capability to enhance the baseline "D3 Service" scope with additional plug-ins as a way to "configure" the service provider, before using getD3() method to obtain a reference to it.

The intent is to provide the capability discussed with @bUKaneer in issue #6 out-of-the box.

Still waiting for more clarity on tooling for third-party library development, as per discussion in angular/angular-cli#1692.

I would prefer to consider a more comprehensive rewrite, based on a third-party library build toolchain that has stabilized.
