UI-REACT: Limited Locale Support

Is your feature request related to a problem?

The current system only supports two locales (en - ru). This restricts the application's ability to cater to a wider audience with diverse language preferences.

Impact

• Users with languages not currently supported will have a less than ideal experience.
• The application's reach is limited to users who understand the existing locales.

Describe the solution you'd like

Enable developers to easily add new locales by leveraging the existing English (en) template. This would allow for:

• Increased user base by supporting additional languages.
• Improved user experience for existing users who prefer a different language.
• Greater flexibility for developers to customize the application for specific regions.
