Failure to load external links prevent the profile page from loading

Describe the bug
Logged from a member on slack:
All profiles are not working
GET https://api.topcoder.com/v3/members/Sky_/externalLinks 500

"The level of configured provisioned throughput for the table was exceeded. Consider increasing your provisioning level with the UpdateTable API. To Reproduce
Steps to reproduce the behavior:

1. Go to https://www.topcoder.com/members/Sky_
2. See error

Expected behavior
The rest of the page should load properly and just show a nice error message that there was an issue loading the external links.
