Technology tags not synced from WM to Direct

Technology tags are not being synced properly from WM to direct which causes the challenges to be tagged to incorrect TCO stages.

There have been few instances like below where technology tag for "QA" didnt propagated to direct making the challenges tagged in Development track instead of QA.

p.s. for these the tags were added manually to make the mapping correct for leaderboards.
