We tend to close / reopen tickets if they get "stuck". What I noticed with a few tickets recently is that the "reopen" message isn't getting properly handled by the receiver (info: unknown event detected). This could be a change on Gitlab's end for the message format, so we just need to re-test and see what's going on.
I should be able to:
Close an existing ticket (without tcx_FixAccepted) that doesn't have a challenge associated with it
Reopen that same ticket
See the challenge created as normal
