environment colors do not work

For tox 4.0.0b4 i see weird output characters in Windows Powershell and cmd:

This problem occurs for any tox command i'm calling, so its independent of the configuration i suppose.

tox 4 colourizes the output. The weird characters are the colour escape characters. It's interesting that the summary does show up in colour, but others fail. This likely will need more information to understand why this is happening. I cannot reproduce it on my end so likely related to some environment specifics on your machine. We'd likely need to set up some shadowing sessions here to understand the issue, as just based on what's provided here and without being able to reproduce it I do not know what's the issue.
