Lotte2 resource navigator enhancement requests

This is a followup for request #200.

Lotte2 translation interface, in resource browsing mode lacks:

• a scrollbar on the resources names
• completion status of each resource (which could be the color of the background of the resource name, maybe with width to show it visually)
• on the left of the name: an icon to show if the resource is accepting translations (the package logo on the left could be red if not accepting)
• a tick box on the top to show only not completed resources, which would enable a translator to
  • click on (1) (see attached image) the name of the project, which takes time
  • click again on the language (French), which takes again time to see which resources are left ot translate for that language...

With those enhancements, the online translator experience would be so much nicer...
