Distance Calculation false positives are created sometimes when two stops are very close together, but not having identical geometries.

The solution here is to choose a margin of allowable error on the geometry comparison.

The associated PR also includes an inclusion of stop distances in the issue details for all distance_calculation_inaccurate issues. This is used by the Dispatcher in: transitland/dispatcher#179
