I don't think that if your site goes "off the internet" for a split second that would count to your "five-nines" availability statistics. A route changeover may cause a second or so of traffic to be lost. Normal TCPIP retry will kick in 3 seconds later and... ONE user will have seen a 3s connect delay to your site. I would think that's normal.
You can monitor the actual sent/recieved numbers for the full details.
The "Loss%" columns shows results like '0.1%'.
But network reliability measurements are compared to benchmarks like "five-nines reliability"
I would like to have the possibility to see the percentage loss to at least 2 decimal points, ie' 0.17%'.
I don't see any existing parameter in 'man'
