A basic launcher for Java apps.  Licence is GPLv3 for now.

See the test directory for an example; the launcher will look for the .config
file with the same name as itself so to get it to pick up the test one you
need to rename the executable to test when copying it in.

So far this has been tested (recently) on Mac OS X.  It was originally
written for Windows but it's unknown as to whether it still works there.
