@getorymckeag after discussing with @jmertic, this should be done in a new repository that is initialized from
https://github.com/CommunitySpecification/Community_Specification

I'm going to get that setup this week and put together draft of the Scope in particular.

In the interim we will continue full speed ahead in this repository with spec development.
