[transmission] port upstream configmap changes

Is your feature request related to a problem? Please describe.
If we move away from s6_overlay containers, we get a default transmission config file.
This file is not compatible with our setup out-of-the-box, because it's localhost only

Describe the solution you'd like
k8s-at-home upstream fixed this by using a configmap.
Which is a nice solution, but would require is to add ALL of those settings to question.yaml, so this would take some time to implement nicely.

Describe alternatives you've considered
Keep using s6_overlay for the time being.
Which we are doing till this is merged anyway.
