As explained on the bounty page, normal bounties are only for existing issues.

Which is pretty clear by the fact chart requests are a seperate bounty page:

Closed and locked, as bounties are only for existing issues and not for requesting charts. Combined with the fact that we've a minimum amount on chart-request bounties.
