Add Taiga

Taiga is a great agile management app, that's open source and sits between Trello and Jira in terms of it's complexity.

Recently the Taiga team have added docker support and it requires quite a few containers to be strung together to get all the functionality working. There are some containers that also do minimal functionality for exmple they exclude the events portion and it works OK.

We've decided to not-accept issues for chart requests anymore, because the vast majority of the issue tracker if flooded with them and we don't (and never have) actually plan to do anything with chart requests as maintainers.
