Create template requirements for a TIP

Each TIP should minimally have the following items:

Document	Description
CORE_PRINCIPLES.md	The foundational principles that guide the development of and compliance with a TIP.
White-paper	A folder used capture all resources necessary to produce a TIP specific white-paper. This white-paper should be published and accessible of the ToIP Website.
Glossary	A TIP Specific glossary that extends the ToIP Glossary.
MARKET_SUPPORT.md	List and description of Vendors and References (Case Studies, Use Cases, etc) that demonstrate adoption.
TIP_MANIFEST.md	A simple synopsis or preluded to the white-paper. This document should proclaim the goals and motiviations behind a TIP.

This repo should provide templates for starting a TIP with these items.
