unify http://icculus.org/gtkradiant/downloads/ and http://icculus.org/gtkradiant/files/

/files/ is the file set and file hierarchy that was on the previous website setup (on zerowing)
/downloads/ is what Obsidian has put together, and the links match the end user website

/files/ isn't checked in atm, and /downloads/ is

we need to unfiy/clean this up..

I copied most of the files from /files/ to /downloads/, did a bit of sorting and removed duplicates.

I'm having trouble downloading two files since I don't have FTP access and am getting "HTTP/1.1 403 Forbidden".

I think I just need someone to fetch these two files and check them in to...
