FR: Attach tag to release

Hey there, thanks for this great action.

In my workflow I've already created a draft release (so not attached to any tag), then to kick off the official release I push a tag. When that happens I want to attach this release to the pushed tag.

I've forked this action to add this, but would prefer it be in "core", are you open to a PR for it?

Here's my only change (so far). In the PR I would, of course, add a new param to pass in to indicate the tag to use/attach.
