[Retail Bug Report] Addon compatibility conflict between "Parchment Remover" feature and JocysCom Text-To-Speech addon in gossip frame but not quest frame

First off, I lied. I disabled all other addons except for the 3 ElvUI plus the JocyCom addon and this issue persists.
I'm using ElvUI 13.07 and JocysCom 10.0.2.2.
The issue I'm having is that the "Parchment Remover" feature somehow disables the scroll feature in the JocysCom Text-To-Speech addon (see below for how it works), but only in the gossip frame, not any quest frames when speaking to NPCs.
I was torn on whether I should report this issue to JocysCom or ElvUI. I leaned towards JocysCom at first, but when I did a /framestack inspection in-game, I noticed that whole

What is the expected behavior?
The expected behavior, within a gossip frame is that when I scroll up on the left half of the ScrollBox, it sends the signal to the JocysCom addon to start the text-to-speech (TTS). And when I scroll down in that area, it stops the TTS.
What actually happened?
It disables the scrolling functionality of the JocysCom addon altogether, but only for the gossip frame not the quest frame where quests are given and turned in.
I have verfied ElvUI is up to date by checking /estatus.
I have verfied my issue doesn't exist in the ElvUI Issue Tracker.
I have not read step six and I am just clicking all boxes.

I have disabled all addons except the three called 'ElvUI', 'ElvUI Libraries', and 'ElvUI Options' by using /edebug on? This is important in order to rule out that any of your other addons are causing the issue. If you manage to pinpoint a conflict between ElvUI and another addon, make sure you include that information.
