Auth inconsistencty - commenting out auth in properties.yaml resets to needing to login #497

I had commented out the auth: 0 command in properties.yaml - this was allowing free access before I moved to new system, but in new system it autmatically looks for github auth, maybe this is meant but it will catch some people. Thanks

@maireadmeagher - I have tried this on tutors-reference and it will allow access without logging in. Can you confirm this is the behaviour you are seeking?
