Failed to import ad blocking custom filter data #1531

When importing data from a backup file, ad blocking Custom filters are not loaded.

The reason is that the exported data (settings.txt) does not contain Filter subscriptions.

Temporary fix, add {"filters":{"url":""}} to settings.txt

Can confirm this is a problem. The filters got all mixed up
