0.16.25 & 0.1.1 Loading/unloading empty pallets onto a pallet doesn't seem to work.

When I configured an assembler to load or unload empty pallets onto a pallet, if I manually fill all of the slots with pallets, the recipe works. However if using only inserters, they only load one ingredient (or only unload one result), causing the recipe to never have its ingredients satisfied.

I believe that the simplest possible solution would be to hand-craft the recipes to load/unload pallets.
