Drop IE8 in Bootstrap 4? #13944

Hello! Maybe it's time to kick off old ie?
Statcounter says it's about 5% worldwide and i think when BS4 release IE8 percentage will even less. But nobody cares IE8 already today)

Yeah, we'll do it in v4 when we can make those larger changes (meaning, break backward compatibility).

There is a problem with saying IE8 is dead. It may be in the commercial world, but not in the defense industry. I work with the DoD, and IE8 is MANDANTORY! The statistics you see don't take the military population into account, and are therefore skewed.

@bhames50 We're not saying IE8 is dead. We just have no plans to support it in v4. If you need IE8, use v3. At this phase, I'm thinking we can still support v3 for patches/bugs.
