Twitter allows larger uploads of videos. Per previous issues, it looks like this was fixed with gif's but not other file types.

Would like to be able to upload videos larger than 4883kb.

What version of Tweepy are you using?

I think the latest. Today I did -
python3 -m pip install tweepy
not sure how to check the version

Video upload support hasn't been added yet.
There's currently a video-upload branch and PR: #1486
