Not sure this is really a bug. The idiom is for foo/__init__.py to have a test case name that runs all of the tests for foo (usually something like foo.test).

I am closing it as is this is not a bug. packages should also have a reference to tests.

In case you think this is still a bug, please raise the issue over the twisted mailing list so that it gets the attention of all developers.
