Describe the solution you'd like

There is currently no event listener for NOTICE/MSG_RATELIMIT events. Ideally, this would be supported alongside the other Chat.Events.

Additional context

This becomes especially relevant when messages bounce due to hitting the rate limit of the current client. When using logLevel: "warn", it is incredibly hard to identify why messages are bouncing.
