Clarify when to use get_timezone vs get_timezone_via_full_lookup #3

The get_timezone documentation states that it performs a 'cache-driven' lookup. Presumably this is faster than a full lookup, so why should a full lookup ever be used? Are there locations where the cache gives an incorrect result?
It would be useful if the documentation made it clear what the use case and tradeoff of each method is.
