Refresh Token Fails as Auth Unauthenticated

I have a react app that uses laravel as backend. I do have all the config files as default. Yet when I try to refresh the token with the current access token after 60 mins. I get an unauthenticated error.

So do I need be authed in order to refresh?

I don't get this at all, when I log in there is only access token is being returned, there is no refresh token being returned.

Using latest jwt-auth with laravel 7.x
