"Resource Abuse" uBlock filter disappeared after manual update

Prerequisites

• I performed a cursory search of the issue tracker to avoid opening a duplicate issue.
• I am running the latest version of uBlock Origin (uBO).

I tried to reproduce the issue when...

• uBO is the only extension.
• uBO uses default lists and settings.
• using a new, unmodified browser profile.

Description

After doing a manual update today, the following filter had an orange-yellow triangle symbol with an exclamation point briefly appear, then the filter was removed from Filter lists:

uBlock filters – Resource abuse

I ran a portable Firefox browser with defaults and added only uBlock origin, and the same thing happened when hitting Purge all caches then Update now.

I was able to add the filter back by using the "Import" option at the bottom of Filter lists. I added this line:

After doing Purge all caches then Update now, it then changes to this (under Custom):

uBlock₀ filters – Resource abuse

If this filter is supposed to be removed, can someone please state the reason why?

Happens in both Chrome, Chromium, and Mozilla based browsers. Looks like someone decided to remove the Resource abuse filter for all users.
