PMPY not working in staging

When pmpy tries to communicate with jupiter in staging, the URIs are not being created correctly and are formatted as trying to reach localhost.

Also, When the URI's are created, they are dependent on the configured base jupiter URL value. If that value has a ending slash or not, the created URI may not reach the intended destination.
