add ability to use intel ipp (performance primitive) within OpenJPEG #164

it might be useful to provide option that will use intel (amd has library similar to
intels) optimized calls (DWT/FWD transforms) vs
openjpeg implementations (might improve speed of some operations)

OpenJPEG strive to be a reference implementation. I doubt there is any real interest
in providing those 'optimisations'. I am closing it for now, until someone actually
provide either documentation and/or a patch that shows impact.

Similarly a GSOC project using the GPU was never merged into OpenJPEG.
