Windows binaries not working under WinXP

What steps will reproduce the problem?

1. Install Win32 binaries of OpenJPEG 1.5.1 (either ZIP or installer, tried both)
2. Run any of the executables in the bin dir (e.g. image_to_j2k)  

What is the expected output? What do you see instead?

Expected usage help text, instead I'm getting:

"The system cannot execute the specified program"

What version of the product are you using? On what operating system?

1.5.1 under Windows XP Professional, 5.1.2.2600 SP 3 Build 2600

Please provide any additional information below.

As a double-check and to rule out any weirdness on my own system I tried re-installing
the 1.5.0 binaries, which still work  normally. So it seems something changed/went
wrong in 1.5.1.
