Inconsistent compression using cinema settings on folder of non-compliant image

Download
flower_foveon RGB 8 bit

Create folder 'foo' with 10 copies of this image.

opj_compress parameters:

-ImgFolder foo -OutFor jp2 -cinema2K 24

Expected: all compressed images are exactly the same size

Actual: the first compressed image is larger than the rest of the images.

So, it looks like some state is saved between the first image and the rest.
