Media files with arabic names do not upload correctly to the bucket #617

i have files with arabic names in it like so

uploads/2021/07/عربي-عربي-عربي-عربي.png
These get uploaded to the bucket as
/sites/1/2021/07/-عربي-عربي-عربي.png

it delete one word from the file name and not keep it as the orginal
