Timeline: hot feed settings

Add the following setting for Timeline HOT feed
1 - Use last update time of the following actions for content to appear at the top of hot feed [multiple select] (if none are selected, then select content as it's in regular feed): comment, vote, content creation
2 - Minimum number of comments for content to appear in hot feed (filtering out author comments and count multiple comments from any one user and one comment)
3 - Minimum number of votes for content to appear in hot feed (filtering out author votes)
4 - Time interval from current time in seconds to count minimal values
