When you try to edit profile picture and before clicking "Upload & Crop" scroll the page down, the upon clicking on "Select file", the popup goes down and controls became hidden, so it makes crop feature unusable in such situations.
However changing window size make popup to go back to its correct positioning.

The same problem when you try to select file in Chrome when choosing icon for menu item when the page is scrolled down.
