I have this same issue too. I believe it may happen when someone votes and an admin forces a restart, but will confirm that with the other admins

If you use plugin.vote_manager.php: This is buggy, do not use.

Hmm seems to be solved with Uaseco 0.9.6 but maybe you should wait before closing this issue, for more replys from the other guys.

.... or not .. seems that if a player doesnt vote like spectator or afk than the window will not disappear after vote (UASECO 0.9.7)
