Make prs language code OL again

For a workaround, we have temporarily tagged prs language as a Gateway Language in order for it to be shown in the Language list.

We need to make sure that it is flagged back as OL after the fix is mage to show OLs in gA.

On TD it has been made an OL again, but "gw": true remains in gA's local langauges.json file for now. If we want to keep making quick fixes for languages, we can just set their "gw" to true as well, no need to change TD.

I suggest we open GA to all languages, but somehow put an option in the Dropdown after selecting an org to show all languages.

These are the languages that Jobby said should be available in GA for languages we are working with:

3. Bakhtyari
4. Khuzestani-Arabic
5. Gilaki
6. Kurdish-Soorani
7. Tati (Takestani)
8. Semnani
9. Baluchi
